The mission of Washington Health Benefit Exchange (Exchange) is to radically improve how Washington residents secure health insurance through innovative and practical solutions, an easy-to-use customer experience, our values of integrity, respect, equity and transparency, and by providing undeniable value to the health care community.

The Exchange is a public-private partnership that operates Washington Healthplanfinder, the eligibility and enrollment portal used by one in four Washington residents to obtain health and dental coverage. Through this platform, and with support from a Customer Support Center and statewide network of in-person navigators and brokers, individuals and families can shop, compare and enroll in private, qualified health plans (as defined in the Affordable Care Act) or enroll in Washington Apple Health, the state Medicaid program.

Equity is fundamental to the mission of the Washington Health Benefit Exchange. SUMMARY

This position collaborates with marketing, digital design, and outreach team members to develop consumer engagement and communications for Washington Healthplanfinder program content which optimizes activation of various communications channels reaching customers, off-Exchange customers, and the uninsured population.  

The role demands a deep understanding of digital content trends, audience engagement strategies, and the ability to craft narratives that resonate with diverse audiences. By focusing on SEO-first content creation, the Senior Digital Content Strategist ensures Washington Healthplanfinder's online presence is not only informative and engaging but also reaches a wide audience through improved search engine rankings. The Senior Digital Content Strategists vision and execution will significantly contribute to Exchange's reputation and play a role crucial in driving the digital marketing initiatives forward. 

This position also serves as the web copywriter, content writer, and editor developing and implementing key messages driving engagement through a variety of medias. 

DUTIES AND RESPONSIBILITIES

    Coordination of Adobe Experience Manager content and content strategy with stakeholders, designers, developers, etc., for Washington Healthplanfinder.  

    SEO strategy and implementation, including optimizing existing materials and increasing engagement through SEO optimization. 

    Serve as the web copywriter, writer and editor ensuring consistent style, tone, and voice in various types of customer-facing content including but not limited to websites, blog, articles, social updates, banners, etc. which produce content that is smart in its use of keywords or is focused on search engine optimization. 

    Produce content that is customer-centric which builds an emotional connection, tells a brand story, and gets the audience looking forward to hearing from the Exchange again. Help to drive online and mobile app customers to get health insurance; select stories that reflect the audience’s interest utilizing a culturally diverse and inclusive lens. 

    Draft customer communications such as correspondence, direct emails, etc. and work with various workgroups with excellent writing for the web skills that uses a plain language philosophy.  

    Monitor content, perform regular audits, and maintain consistent and accurate information for customers and a cohesive brand story. 

    Respond to customers’ comments, complaints, or questions on social media by providing online resources or connecting consumers to in-person assistance. Work closely with stakeholders to identify potential customer issues and determine appropriate messaging strategies to address concerns. 

    Maintain and promote cooperative relationships with officials of Federal, State, and local agencies, stakeholder organizations, and local business groups to promote training and educational opportunities, to explain and elicit support for the Exchange and its efforts.  

    Other duties as assigned. 

QUALIFICATIONS

Required: 

    Bachelor’s degree from an accredited college or university with major course work in journalism, communications, public relations, or marketing and supplemented by at least three (3) years of progressive experience in public relations, journalism, communications, or varied media projects. Note: Qualifying experience may substitute year for year of education.  

    Superior writing skills and a strong attention to detail is required, as is familiarity with AP Stylebook. Must be a very strong proofreader in all forms of copywriting. 

    Strong editorial judgement with exceptional writing and editing skills, as well as the ability to adopt the style, tone, and voice of our organization in various types of content (websites, blog, articles, social updates, banners, etc.). 

    Motivated self-starter, accountable and can work with minimal direction while functioning well with a fluid, flexible workload. Planning and looking ahead is a must with strong attention to detail.  

    Ability to prioritize and manage multiple projects simultaneously and follow-through on issues in a timely manner. Creatively and proactively problem solve; must possess the ability to make independent decisions and judgments about work priorities. 

    Ability to maintain high level of confidentiality. 

    Strong interpersonal skills: ability to work with all levels of internal management and staff, as well as outside clients, vendors, diverse populations, stakeholder groups, and customers. Exhibit confidence and poise in interactions with individuals at all levels.  

Desired:

    Three (3) years of experience using Adobe Create Cloud Software, including Acrobat, Illustrator, PhotoShop, InDesign, and Microsoft Office Software, including Word, Excel, PowerPoint, and Outlook. 

    Experience with content management systems preferably Adobe Experience Manager, social media, graphics software, HTML, and CSS preferred. 

    Experience working in government and/or in marketing, public relations, public affairs or closely allied environment.

SALARY INFORMATION

Full Salary Range: $61,368.00 to $92,052.00 annually, with midpoint at $76,710.00. 

Hiring Range: $70,573.00 and $76,710.00 annually. This is an estimate of where a qualified candidate can expect to receive an offer. 

The actual salary offer will consider candidate experience, skills, qualifications, internal equity, and the market.  Our compensation policy reserves the salary range above the midpoint for employees who are meeting and exceeding expectations and for growth and development, up to the maximum.

WORKING CONDITIONS

Core business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. There are times where irregular hours will be required.  The preferred duty station is our Olympia, Washington headquarters.  The nature of this role relies heavily on remote and in-person collaboration.  While a hybrid remote and on-site schedule may be considered, the position will require flexibility to allow for in-office availability as business needs dictate. Travel requirements will be limited, however there may be occasions where an employee is required to travel and work irregular hours to attend meetings or trainings. Duties of this position require the use of standard office furniture and equipment, including setup for remote work. The employee is responsible for providing and maintaining a safe, ergonomic, and secure workspace at their remote location.

SPECIAL REQUIREMENTS

A criminal background screen will be conducted for candidates under final consideration, and if hired, every five years of employment where highly sensitive data is processed or maintained by the position. The result of this background screen must meet the Exchange’s eligibility standards.
