Job Description:

The Website Content Manager serves as the central authority for content strategy, governance, and quality control across the City of Charleston’s public website. This position is responsible for overseeing the development, accuracy, and usability of all web content, ensuring it aligns with the city’s communication goals and digital standards. This role leads the creation of citywide content workflows, enforces editorial and accessibility guidelines, and works directly with departmental staff to structure and maintain high-quality, user-centered content. The Website Content Manager also plays a critical role in future website redesign and long-term digital modernization.

Examples of Duties:

  • Develops and implements governance processes for website content, including editorial review, update workflows, publishing standards, and department liaison coordination.
  • Serves as the primary gatekeeper for the city’s web content — reviewing, approving, and enforcing structure, accessibility, accuracy, and tone.
  • Leads content cleanup and reorganization efforts to prepare for the upcoming website redesign.
  • Maintains and manages a citywide content audit schedule and editorial calendar to ensure content is accurate, current, and aligned with city priorities.
  • Provides strategic guidance to departments on how to effectively present public information online including layout, hierarchy, and user navigation.
  • Trains and advises departmental web contributors on CMS usage, accessibility standards (WCAG 2.1), and the city’s web style guide.
  • Coordinates closely with the Director of Communications and the city’s web vendor(s) during all phases of the redesign project.
  • Monitors web analytics and user behavior data to identify content gaps and opportunities for improvement.
  • Collaborates with the Communications Office to ensure major initiatives, alerts, and homepage content are properly represented online.
  • Conducts regular audits of landing pages and high-traffic content to maintain quality and relevance.
  • Ensures all public-facing digital content is accessible, inclusive, legally compliant, and brand-aligned.
  • Performs other duties as assigned.

Basic Qualifications:

  • Bachelor’s degree in communications, digital media, public administration, journalism, or a related field and 2 years of experience managing or leading content on a complex public-facing website, preferably within government or a large institution; or an equivalent combination of education and experience.
  • Valid South Carolina Driver’s License.
  • Strong editorial judgment, writing, and content design skills.
  • Strong knowledge of web accessibility (WCAG 2.1) and digital communication best practices.
  • Familiarity with analytics platforms (e.g., Google Analytics) and data-driven content strategy.
  • Experience leading content governance or redesign initiatives.
  • Familiarity with decentralized publishing environments.
  • Proficiency with content management systems required (CivicPlus preferred; WordPress or Drupal acceptable).

Preferred Qualifications:

  • Working knowledge of SEO and user experience (UX) principles and basic understanding of HTML and responsive web design preferred.

Other Necessary Requirements:

  • In the event of major storms or other emergency situations, this position may be subject to 24-hour shifts or any other emergency schedule that is necessary to meet the City’s needs.
  • May require evenings, weekends, and holidays as scheduled.
